Welcome and overview. - 1:00 to 1:15 PM a. Introduce new member – Cristy Garcia-Thomas 2. Review and approve minutes from 9/30/2020 meeting. - 1:15 to 1:25 PM 3. Continue discussion from 9/30/2020 meeting: Establishing common language with respect to “equity” and “disparities.” - 1:25 to 2:25 PM 4. Common goals and priorities: create a shared vision for the Council. - 2:25 to 3:15 PM a. Drawing from individual experiences, or observations form other health-equity-focused work, explore key questions and themes to establish direction for the Council’s work. 5. Define operating principles - 3:15 to 3:40 PM a. Identify quorum requirement threshold for the Council to take action. b. Ideas about subcommittees. c. Allow time for public comment at each meeting? 6. Next steps, plans for the next meeting, and closing - 3:40 to 3:50 PM a. Review of outcomes and next steps for future meetings. b. Next meeting: exercise about power allocation and how it relates to equity. c. Direct Council members to review draft minutes from 10/21 meeting in advance of next meeting. 7. Opportunity for public comment on Council Vision. 3:50 to 4:00 PM a. There is a two-minute limit for public comments per individual. 8. Adjourn. 4:00 PM The purpose of this meeting is to conduct the governmental business outlined in the above agenda. In Executive Order 17, Governor Evers exercised his authority under Wis. Stat. § 14.019 to create the Health Equity Council (“the Council”), to be comprised of individuals appointed by the Governor and staffed by the Wisconsin Department of Health Services. The purpose of the Council is to identify key benchmarks to address health disparities in Wisconsin based on race, economic status, education level, history of incarceration, and geographic location. Executive Order 17 further directed the Council to develop a plan, supported by a body of research and based on the afore-mentioned benchmarks, to reduce and eliminate health disparities throughout Wisconsin by 2030. The Governor further empowered the Council to create any necessary subcommittees to achieve its mission.
