9:00 AM          Meeting Call to Order

9:15 AM          “Medicaid 101” Refresh

            Lisa Olson, DHS, Medicaid Director, Administrator, Division of Medicaid Services

Director Olson will provide a brief overview of the primary areas of programmatic services and expenditures in Medicaid.

9:30 AM          Drivers of Health – Small Group Discussion

                        Christian Moran, Director, Bureau of Programs and Policy, Division of Medicaid Services

            Curtis Cunningham, Assistant Administrator for Benefits and Service Delivery, Division of

DMS staff will provide high-level overviews of four “levers” available to the Division to mitigate Drivers of Health: 1) Contracting, 2) Transparency and public accountability, 3) Reimbursement/incentives; and 4) Data. After the overviews, MAC members and participating members of the public will be invited to select one small group discussion based on an available “lever.”  Questions for MAC discussion in each of the small groups:

Members of the public will be provided instructions on how to join a specific small group discussion during the meeting.

Dr. Gunn will facilitate report out from each breakout room, such that all MAC members and participating members of the public can learn what ideas were surfaced in each breakout session.                      

10:45 AM        Division Updates

                        Jamye Chapman, Senior Equity Advisor                 

Mr. Chapman will provide an update on the Division Equity Strategy, vision statement and framework.

Director Olson will provide just-in-time updates on the 1115 Postpartum Care waiver, housing initiatives, and any other timely Division work.

11:10 AM        Receive Public Comment on Drivers of Health Discussions

Due to time considerations, oral testimony will be limited to three (3) minutes per person. Your microphone will be muted after three (3) minutes. If you would like to offer a comment during this period, please identify yourself in the Q&A function at the bottom of the window in Zoom. If there are no public comments, the committee will move on to the next agenda item.

The purpose of this meeting is to conduct the governmental business outlined in the above agenda.  The purpose of the Medicaid Advisory Committee (MAC) is to advise the Medicaid agency on key initiatives that affect Medicaid program administration, policy or services. The MAC provides feedback on specific policies, initiatives and proposed program changes brought forward by the Division of Medicaid Services (DMS). The MAC is governed under 42 CFR 431.12. Committee members include Medicaid enrollees and caregivers of enrollees, health care providers who are familiar with the medical needs of low-income population groups and with the resources available and required for their care, consumer advocates, and the director of the public welfare department or the public health department. The MAC shall act as a liaison for individuals, organizations, and institutions that receive, facilitate or provide Medicaid services. Meetings are open to the public who may offer public comment.
