D. 3:15 p.m. Recap of last meeting and review and approval of minutes.
- Outline and one-page summary of committee work: Kyle presented overview of when committee was created, plan to create a blueprint for success which will be trauma-informed and aim for equitable transitions out of institutions. Blueprint will also focus on creating recommendations based on successes from individuals who have transitioned from the system. Committee will also produce a contact sheet for agencies needing to connect resources for successful transitions.
- What are power-dynamic barriers for re-entry from a correctional or mental institution?
- People expect things out of individuals in re-entry that the individuals don’t believe the capacity of doing – create an enriched environment intrinsically needed for growth
- Protecting mental health information from law enforcement supervisors (have a Peer Support Specialist to help navigate the system); building trust and communication to break down barriers to care for individuals going through re-entry
- Break down the “us against them” dynamic between individuals and LE and build trust and solid communication
- Assist individuals in using their health insurance coverage (73% don’t use it), why aren’t they? What are the reasons why people are afraid to access health insurance?
- DOC policies need to be reviewed in order to make sure everyone is doing what needs to be done – focus on family connection
- Barriers to employment – explaining work histories, etc.
- Initiate conversations between CPS and LE supervisors to talk about mental health; approach needs to be nuanced to understand trauma, recognize it and avoid re-traumatizing the individuals in re-entry – use a person-centered approach
- Add an aspect of connection to CPS while still in the institution so the transition is smoother and information accessible, especially well in advance of release
- Reach in services and policies around fraternization
- Transportation and peer support
E. 3:25 p.m. Develop nuance of outline with process chains, cause and effect analysis to thoroughly develop how the identified points might look feel and potential interventions. Discuss re-scheduling dates for Lunch and Learn.
