Introductions – Gina Green Harris 1:15 to 2:00 PM a. Remarks from Governor Evers, Lt. Governor Barnes, DCF Secretary Amundson, and DHS Secretary-designee Palm. b. Council member introductions. 2. Establishing common language – Gina Green Harris 2:00 to 2:40 PM a. The terms “equity” and “disparities” have different meanings for different people. The council will spend time reflecting on the various takes on equity presented during the introductions, contrasting that with disparities, and ultimately deciding on how we want to incorporate them into our work. 3. Common goals and priorities – Gina Green Harris 2:40 to 3:15 PM a. Our goal is to co-create a shared vision for the Health Equity Council. Drawing on either individual experience, or on observations of other health equity focused work, the council will explore key questions & identify themes to help establish an agenda and sense of direction for our future work. 4. Operating principles – DHS Staff 3:15 to 3:45 PM a. Presentation and questions about Wisconsin open meetings law and public records law from DHS Office of Legal Counsel. b. Discuss meeting frequency, subcommittee formation and membership. c. Develop proposed meeting schedule, meeting procedure, and identify additional information needed to structure the council’s work. 5. Closing remarks and adjourn. 3:45 to 4:00 PM The purpose of this meeting is to conduct the governmental business outlined in the above agenda. In Executive Order 17, Governor Evers exercised his authority under Wis. Stat. § 14.019 to create the Health Equity Council (“the Council”), to be comprised of individuals appointed by the Governor and staffed by the Wisconsin Department of Health Services. The purpose of the Council is to identify key benchmarks to address health disparities in Wisconsin based on race, economic status, education level, history of incarceration, and geographic location. Executive Order 17 further directed the Council to develop a plan, supported by a body of research and based on the afore-mentioned benchmarks, to reduce and eliminate health disparities throughout Wisconsin by 2030. The Governor further empowered the Council to create any necessary subcommittees to achieve its mission.
