Introduction/opening/roll call. 3:00 to 3:05 PM 2. Review/approve minutes from 04/24/2020 meeting. 3:05 to 3:10 PM 3. Discussion and decision on guidance for COVID-19 testing and transfers: a. Review of proposed revisions to updated proposed guidance – Testing in Hospitals to Nursing Home transfers (version 4) – continued from 4/24/2020 meeting. b. Incorporate revisions as decided by LTC subcommittee. 3:10 to 3:30 PM 4. Discussion of issues for which SDMAC requested guidance: Post-acute and long-term care facilities (PALTCFs) and COVID-19-positive resident admission and/or transfer: a. Are there any situations under which it is appropriate to transfer a medically stable resident with laboratory-confirmed/clinically suspected COVID-19 from a PALTCF to an acute care facility? If yes, what are the conditions under which such a transfer would be considered appropriate? Are hospitals required to hold medically stable residents (sent to the Emergency Department (ED) for testing purposes only) until the test results are back? 3:30 to 4:25 PM 5. Identify issues requiring further discussion. 4:25 to 4:30 PM 6. Adjourn. 4:30 PM The purpose of this meeting is to conduct the governmental business outlined in the above agenda. The Long-term care Subcommittee will report recommendations to the Sate Disaster Medical Advisory Committee (SDMAC). The SDMAC is an advisory committee appointed by the DHS Secretary under ss. 15.04 (1) (c) and 252.02 (6), stats. The SDMAC is responsible for developing and providing guidelines for hospitals, out-of-hospital facilities and providers, and alternate care sites on the allocation of scare resources, also known as crisis standards of care, during a public health emergency. The SDMAC created the Long-term care Subcommittee (LTC subcommittee) to address a number of important COVID-19-related issues that have arisen with regard to the care of individuals who reside in long-term care facilities in Wisconsin, and to make recommendations to the SDMAC with regard to these issues.
