Notice is given that the Statewide Independent Living Council, known as the Independent Living Council of Wisconsin (ILCW) will hold a public hearing to consider the 2025 - 2027 State Plan for Independent Living (SPIL).

Analysis of 2025-2027 SPIL
Every three years, ILCW is responsible for developing a new SPIL. The SPIL directs Independent Living Services across the State of Wisconsin. ILCW used public comments, surveys, and other feedback collected from people across the state. The 2025-2027 SPIL was also developed in collaboration with members and partners of the Wisconsin Independent Living Network (WILN). ILCW has reviewed and approved the 2025-2027 SPIL Draft.
The 2025-2027 SPIL’s Mission will be: “Empowering people with disabilities to live the way they choose.” This mission will be accomplished in the following ways:

Increased focus on ILCs as Civil Rights centers through systems advocacy efforts and other programs.

Increased outreach to traditionally underserved geographic areas and historically excluded communities.

Improved clarity about how funds will be used by the Network.

Updated definition for “base funding” for ILCs and amount adjusted to $624,000 to account for inflation and other factors.
o
Better directions for distribution of new funding among Wisconsin’s ILCs to maintain equitable funding across the network.
o
Clearer instructions on how to proceed when funding is reduced.
o
Clearer instructions on steps to take if an ILC closes.

Further definition of the roles and responsibilities of WILN member organizations.

Continued strengthening of the Wisconsin Independent Living Network.

Improved relationships and collaboration with WILN partners like ACRCs, other Councils and Commissions, State agencies, and other stakeholders.

There is no fiscal estimate or economic impact of 2025-2027 SPIL.
