The North East Wisconsin Regional Trauma Advisory Council (NEWRTAC) is empowered by the State Trauma Advisory Council (STAC) as an essential component of the infrastructure of the Wisconsin Statewide Trauma Care System responsible for protocol development, education, data analysis and performance improvement. The enabling legislation is WI 1997 Act 154 with the Wisconsin Department of Health and Family Services (DHFS) serving as the lead agency for plan development and implementation. The North East Wisconsin RTAC is dedicated to designing, implementing, and evaluating a regional trauma system that is data-based, confidential, and sensitive to the needs, limitations, and resources of this area. Our focus is on injury prevention, reducing the severity of injuries, and decreasing the number of deaths. Our objective is to optimize the quality of care and outcomes for all trauma patients. General Membership Meeting The Executive Council (11 present for a quorum) and general membership meeting of the NEW RTAC was called to order at 10:01 AM by the Chair Dustin Ridings. Total of 36 people present for meeting. Chairman Dustin Ridings made a motion to approve minutes and agenda. Second by Mark Madigan. Reports ● Caitlin Washburn, State Trauma Coordinator – DHS staff has been under a reorganization and should be fully staffed this month. STAC had a joint meeting with EMS board. 118 is still in legal for completion. ● Event Alerting for EMS and Hospitals – Dave Taylor/Del Zuleger (10 minutes) Paul Witcamp – Reported WISCOM radio system is still being utilized by hospitals as back up communication system. The SME for the region is Del Zuleger who follows work plan to test hospitals and report back to Chris Hohol is also on the teleconference. Del reports hospitals are still having issues with turning radio down or off and we do not have a 100% of the 11 hospitals in region. He suggests having a point of contact for each hospital for better communication. Paul reports of a federal grant giving WISCOM radios to rural EMS that paperwork is due in August. ● ADRC/Injury Prevention – Barb Michaels (Brown County ADRC) ▪ Brown County Falls Coalition was created and chaired by Dave Taylor and meet on a bi- monthly schedule at the BC ADRC, everyone is welcome to join. The sub-committee discussed the end user for the app may be missing message or training. We discussed a professional instructional video being created or a PowerPoint to be distributed. 6 of the 7 RTAC counties are now using the App, so training is extremely important. Group voted to look at all options before moving in one direction. Dave Taylor and Barb Michaels are spoke at the 2018 Wisconsin Healthy Aging Summit in Wisconsin Dells on June 7th, 2018. They will be presenting EMS Partnerships: Connecting Fallers to Community Resources. This will be showcasing the Jotform Fall App. ● NEW RTAC PI-Tom Bergmann ▪ Tom reports Trauma Coordinators have nothing new. Still working on PI Indicators. Dave passed out RTAC Confidentiality Agreement to group at April meeting so fiscal year is completed. This needs to be signed and completed by all members and kept on file by Dave per DHS request. This was completed by all members present as well as ADRC Falls Coalition. Eric Anderson, the state Data Analyst, will being coming to October meeting to discuss regional data and opportunities. New Business: • SALT vs START Triage Update – Dustin Ridings (10 minutes) Dustin discussed the push to move entire state to SALT triage per EMS Board. Group discussed no foundation to move nor studies that show there will be a greater over/under triage with the switch. Currently the entire RTAC uses START/Jump START triage. Group discussed the State Board or office using EMS funding or Operational Plans as a leverage if they don’t switch to SALT triage. Dave reported that this is a horrible way to do business and assist with recruitment and retention. Dustin will report back to EMS board for further information. • Trauma Plan Update – Dave Taylor (10 minutes) Dave reported that Trauma Plan is still Up-to-date and all projects continue to grow and expand. The group will look at plan at end of fiscal year for improvements. Reports: • HERC Report– Dave Taylor/Dave Dellemann (15 minutes) Focus 2018 Region 3 1. Build and Expand WITRAC to include PSAP utilization along with certain key elements associated with Psych and Special Needs care 2. Continuity of Operations Planning and Exercises based on lessons learned from Active shooter, CAT exercise, Dark Sky and others. 3. Communicable Disease summit and exercise (potentially with state now) 4. Continued support of local exercises including Active Threat, HazMat, MCI, and disaster 5. Mental Health recovery aspect for all health care workers (responders through long term care) 6. EMS Pixis System project for Oconto, Brown, Marinette, Oconto Counties 7. EMS Trailer update and supplies coordination Manitowoc, Door and Brown trailers 8. Triage training for non-ED surge hospital staff (need to get to the bottom of start vs salt) first. 9. Continuation of the Citizens Aid project including training teachers, school support staff and coaches, and longer term goal of providing stop the bleed kit for every classroom in the region 10. Special Needs during emergencies focus. (need to have some discussions between folks on how to handle this, had an issue during the nursing home evac). 11. Finalization of business planning associated with managing the incorporated entity. (transition to Corporate Style Management). Dave talked about the new citizenAid project with HERC providing FREE on-line education to all teachers, coaches, and administrators throughout the region. This was provided by a $20,000 grant from NEW HERC. New Press Release shown from WBAY Channel 2 with Sara Thomson. This included Brown County Sheriff’s Department, Bellevue Fire Department, Bellin College, Oconto County Sheriff’s Department, Bob Otter CEO of citizenAid and Dave Taylor. Overall, great PR for the HERC and RTAC. This project has 3 steps to it. The On-line training, a Stop the Bleed hands on portion, and providing equipment into each classroom. This will be an expensive, long term project that will require each counties participation with public safety agencies and their schools to complete. HERC/RTAC are looking into private donors to assist funding NEWRTAC Fall Prevention Program GBMFD https://hipaa.jotform.com/62013967585160 Northeast Wisconsin Prepared School Initiative https://hipaa.jotform.com/81546724568164 • Fiscal Report – Dave Taylor (3 minutes) Dave reported that all money was spent last year and funding will be spent to get us make on track for general office supplies and training supplies. No grants were requested to date. o $18,790 (2018-2019 fiscal year) • Grant Requests (none)– Dave Taylor • State DHS office/EMS-C/EMS office - Ray Lemke, State EMS Office (10 Minutes) Ray at meeting in person gave report on EMS licensure process was completed with nearly 18,500 total with 2,500 dropped. Over 800 agencies competed relicensing as well. Ray reported office will be fully staffed this month. Community medicine will be a hot topic this year as well as the 2020 3-year renewal process. 2018-2019 EMS relicense period will be the same.
