            Under Wis. Stat. § 19.85(1)(e) and (g), and 19.36(10), a closed session is authorized for deliberating the investing of public funds whenever competitive or          bargaining reasons,    conferring with legal counsel regarding litigation, or staff management planning,  respectively, require a closed session.  The Board will be meeting in closed session for   the purpose of updating the Board on economic development project negotiations and       confer with legal counsel.  The Board will open the meeting again at the end of the closed session.
