Build and Expand WITRAC to include PSAP utilization along with certain key elements associated with Psych and Special Needs care 2. Continuity of Operations Planning and Exercises based on lessons learned from Active shooter, CAT exercise, Dark Sky and others. 3. Communicable Disease summit and exercise (potentially with state now) 4. Continued support of local exercises including Active Threat, HazMat, MCI, and disaster 5. Mental Health recovery aspect for all health care workers (responders through long term care) 6. EMS Pixis System project for Oconto, Brown, Marinette, Oconto Counties 7. EMS Trailer update and supplies coordination Manitowoc, Door and Brown trailers 8. Triage training for non-ED surge hospital staff (need to get to the bottom of start vs salt) first. 9. Continuation of the Citizens Aid project including training teachers, school support staff and coaches, and longer term goal of providing stop the bleed kit for every classroom in the region 10. Special Needs during emergencies focus. (need to have some discussions between folks on how to handle this, had an issue during the nursing home evac). 11. Finalization of business planning associated with managing the incorporated entity. General Membership Meeting The Executive Council (9 present for a quorum) and general membership meeting of the NEW RTAC was called to order at 500pm by the Vice Chair Mark Madigan. Total of 22 people present for meeting. Introduction of guests present. Meeting agenda approved by group. Meeting minutes from last meeting approved. Reports ● Injury Prevention/Health Education-Dave Taylor/Barb Michaels  Dave talked about the fall app and that it is working really well. Marinette and Oconto Counties are customizing similar apps. SCRTAC will be adopting app that Dave will customize for them. Barb Michaels talked about Stepping On program and working being done at ADRC. Dave shared data from regional reports that show top 10 zip codes along with general fall data. ● NEW RTAC PI-Tom Bergmann ▪ Tom is on a working group that is collecting data on EMS scene times greater than 20 minutes, EMS record within 48 hours to hospital, referral hospital more than 3 hours to transfer out. ● Injury prevention Health Education-Dave Taylor ▪ Discussion from Dave on doing a WI-Trac training within this fiscal year. Possible super user group to make sure this works by July, 2019. ● Grants – Dave Taylor  None ● STAC Report-Dave Taylor  STAC Representative Jeremy Berndt not present. Dave printed out the meeting minutes for STAC Report for everyone to review on their own. STAC Update sent by Jeremy Berndt: PI Committee- we discussed the 180-minute transfer data from the region on state. The PI Committee agreed to take a closure look at this and will identify ways to improve this metric. This measure has not been met in the state since the inception of the measure. Other Highlights: Presentation on resuscitation and transfusion updates by Dave Milica, MD DHS 118 is in public review process. Expect to be complete this year. Ultrasound Course- Alex Beuning EM NP and PA education- Two courses for MD/PA/NP in EM/Trauma. Course will be in Eau Claire (Mayo), will also cover Trauma/EM JAN 21st -22nd, May 29th and 30th, beuning.alex@mayo.edu for more information. Course is free, responsible for travel, per diem and time. Committee Updates: Data Management Moving forward with NTDB, trauma activation will not be auto inclusion, hips and other data previously not included will be added. Trauma Coordinators Discussed TXA uses and protocols, may request recommendation from STAC, Geriatric Trauma Care and Friendly Emergency Departments. Will have a future presentation. Talked about active shooter preparedness. Looking for ACS and STAC recommendation. Performance Improvement Dave Taylor talked about ADRC App, PI plan for STAC approval, discussed indicators in plan. Discussed 180 minute transfer data and what to do with this specific measure. Reviewed state data about transfers. Will continue to define more in meetings to come. Classification Review Committee 5 Hour retreat- reviewed site review process. Will provide clarification, cases to pull, PI Documents to pull, electronic versus paper process- will give more guidance on what is needed. PI Process and what will be looked for, CRC will send out .ppt for sites to better prepare. Will have recommendations for STAC to place into .ppt. Will be creating an evaluation process for site reviews as well. Updating FAQ list with work done at the retreat. Will come forward at the MAR STAC meeting. RTAC Coordinators Discussed triage and MUC compliance. Will bring something to STAC when ready. Discussed triage training for RTAC. Eric and RTAC’s have been having discussions and receiving data reports. Continue with training. Looking to get EMS data for trauma as well. New EMS chief is looking into this. Model followed by Oshkosh Fire Department then copied by Manitowoc County with a grant for $6500 from NEW HERC. Randy Tews from Ashwaubenon Public Safety reports Brown County Trailer is similar and still in progress for completion. ● State EMS Office-Ray Lemke ▪ Not present. Dave did ask Ray and Paul Witcamp for regional access to WiTrac to give usernames and passwords, no answer given. ● Treasurer's Report – Dave Taylor o Budget: $17,544.00 o Remaining: $3,500.00 New Business • Updated Bylaws to 2019 with no changes. DT The North East Wisconsin Regional Trauma Advisory Council (NEWRTAC) is empowered by the State Trauma Advisory Council (STAC) as an essential component of the infrastructure of the Wisconsin Statewide Trauma Care System responsible for protocol development, education, data analysis and performance improvement. The enabling legislation is WI 1997 Act 154 with the Wisconsin Department of Health and Family Services (DHFS) serving as the lead agency for plan development and implementation. The North East Wisconsin RTAC is dedicated to designing, implementing, and evaluating a regional trauma system that is data-based, confidential, and sensitive to the needs, limitations, and resources of this area. Our focus is on injury prevention, reducing the severity of injuries, and decreasing the number of deaths. Our objective is to optimize the quality of care and outcomes for all trauma patients.
